The same is happening here on Dell XPS13 with linux-image-4.9.0-4-amd64 and linux-image-4.9.0-5-amd64, had to move back to 4.9.0-3. The flickering starts randomly when keyboard or mouse is used. The flickering stops when I use the touchpad, then starts again when I lift my finger. I have to touch it a few times to make it stop completely.
