I've seen such tickets several times before,... and had the impression that it was then some misuse of the maintainer scripts in some tricky way... But if not, then this issue should perhaps be re-assigned to dpkg for not handling such situations correctly? After all, even *if* it would clean up the dir on the next upgrade, there never may be such upgrade (if the package becomes obsolete - though it may be removed then on purge as well)... at least though this triggers quite some useless bugs then.
