Package: firmware-atheros Version: 20160110-1 The firmware for the ath9k_htc driver is in the firmware-atheros package in non-free, even though there is now free firmware, cf: https://wireless.wiki.kernel.org/en/users/drivers/ath9k_htc#firmware The DFSG-free firmware should be made available in a package in main so that it is available on installation CDs etc.
