I think it would be useful if someone could provide a status update on this bug report[1] indicating if this is still an issue since nfs-utils NMU 1:1.2.8-9.1 which included native systemd unit files with much more fine-grained dependency specifications. Hopefully this should have resolved all cases of ending up with a dependency loop, so please test and provide feedback!
