Hi,
This issue will be resolved by providing special upgrade instructions for sparc32. The circular dependency problem has been resolved by creating a backport of the tools, needed to install a sarge 2.4.27 kernel in woody, after which the libc can be upgraded normally. The draft document containing the details and backports of the needed packages is available at

and will be moved to some official location before the sarge release.
I am therefore tagging this bug 'pending' and will close it when it happens.
