putting values less than or equal to 6 in /proc/sys/net/ipv4/tcp_default_win_scale resolves the nntp issue. putting values less than or equial to 3 in /proc/sys/net/ipv4/tcp_default_win_scale resolves the ssh from openbsd issue.
