Consistency can be achieved by trying to migrate most stuff into the kernel-source package, like it has been proposed, and also trying to streamline the configuration files, like the proposal to have the common stuff in a separate file, and the arch-dependent ones in arch-dependent files, and work on this all together in a subversion repository on alioth.
