There seems to be a 3rd option:
It looks like aptitude does not install new recommends of already
installed packages. It does list them though, but I guess I wasn't
paying attention enough.

Thanks Geoff as your fix brought back (most of) my icons :-)

I think it's cool that apparently a lot of icons are now SVG :-D
