Yes, this is how experimental works. If the B-D allow it, packages from unstable are preferred, and thus kgpg is compiled against 20.08. This makes it possible to install kgpg only from experimental. Nothing can be done about this until freeze is over and normal uploads to unstable resume. In the meantime, you can grab the kgpg compiled against 21.04 from my OBS repositories.
