Which versions of the poppler libraries are installed on your system?
Okular uses libpoppler-qt4-3, which is at version 0.18.4-6 in Sid; as
far as I know you need at least version 0.20 for integrating annotations
into unprotected PDFs, and version 0.22 for encrypted or password-
protected documents.
