What Andrey is trying to say here is that inkscape 0.48 is available if you are running Debian 7.0 (Wheezy) and it is not available if you are running Debian 6.0 (Squeeze). You shouldn't attempt to install packages from wheezy on a squeeze system... that will lead to tears.
