Mentioned on list already, this is because the programs aren't looking to /etc/kde3/ui/ui_standards.rc, you can work around this by adding a link to this from the users .kde/share/config/ui/ui_standards.rc, however this is a work around, and I have not seen a better solution as yet on the list.
I suggest that someone else can shed more light on this.
