I saw someone complaing about this in the woody debs from the kde homepage. I upgraded to KDE 3.1.3 yesterday and now I get it as well.
This affects konqueror and kmail so far. Pages that are taller than the client area always shows the horizontal scroller. This happens because when the vertical scrollbar appears the client area is not reduced horizontally to account for the missing space taken up by the vertical scroller. In other words the page is not resized when the vertical scrollbar appears, and some of it is thus hidden under the scroller which makes the horizontal scrollbar automatically appear to make it possible to see the hidden area.
