It looks as though your KDE session got messed up. Try firing up your favourite terminal and typing ps x -u <your username>
If you see anything there like gnome-panel, or gconf, or bonobo, notification-area-applet, kill it.
Especially try to spot nautilus, as this draws the desktop background, doesn't it? At least it was resposible for similar effects on my system recently.
