I had a problem with kscreensaver as well, and this was traced to an absent libGLU.so.1, which comes from the Open GL/Mesa library.
When I installed xlibmesa3-glu_4.2.1-6_i386.deb, the kscreensaver and wallpaper problems both disappeared simultaneously. I was able to preview and display .jpg wallpapers.
Is xlibmesa3-glu included in the default KDE 3.1.1 installation? I do not know what other packages I might be missing. In any case, what is the .jpg plugin called, and in which package does it reside?
