Because you don't log in... Maybe you should set the environment variables at X login time. WindowMaker in Debian has this problem and lots of programs (e.g. Mozilla and it's plugins, OpenOffice, etc.) might behave extremely strange. This can be fixed by running their startup script (e.g. /usr/bin/wmaker) in a login shell (--login option in the first script line).
