The packages file seems to have returned at http://shakti.ath.cx/debian/kde3.1/
To install these debs on sarge you will have to pull some packages from sid to meet the dependencies. You can so this without completely upgrading to sid if you don't want to do that. Searching the archives for something like "mixing testing and unstable" should provide you with the information you need.
