*Yes* Exactly. This is my opinion as well. Menu entries should be found without exploring. The way it is now I have to move, for instance, the Gaim entry out of Debian to Internet so that people actually find it. Even if Gaim was put in a subfolder called "Instant Messaging" it would still be easily found.
