At the moment, the KDE_3_1_0_RELEASE tag is not attached to the release code, but one of the release candidates. At least that's the way it looks to me.
I checked the cvs history of one of the files I noticed had a recent update, http://webcvs.kde.org/cgi-bin/cvsweb.cgi/kdelibs/kstyles/highcolor/highcolor.cppand found the release tag was not on the head, and the head has a bug fix. Perhaps this is typical behavior for KDE source, but I found it a bit surprising. I suppose they will move the tag when they have their final release.
