I'm very much in favor of this. Not all KDE packages in Debian are maintained by the Debian KDE maintainers (in fact, only a minority of them is), and this would allow for using the existing facilities for all the other packages as well (2 of them from me - selfish, selfish ;) For the future, a smoother upgrade path should be considered though. For 3rd party KDE developers, kdelibs is as important as glibc or libstdc++ which, if omitted from unstable for a long time, would result in not exactly small flame wars.
