I'm not going to add this conflict, since that particular version of kapptemplate is the KDE2 version on the debian servers; the debian servers don't even know what kdelibs4-dev is. There could be an argument however for having the KDE2 kapptemplate recommend kdelibs-dev (<< 4:3.0).
