Further exploration reveals that is not the whole story. I found that the debian Chinese Faq (debian-zh-faq-s package) has webpages with --->8--- <META HTTP-EQUIV="Content-Type" CONTENT="text/html; charset=gb2312"> --->8--- but Konqueror 3.0.3 has no problem.
