The idea is to upload them to ftp://upload.kde.org so they can be sorted into the list of apps and provide a deb source for people having KDE, so only one sources.list line would last to retrieve everything that's available for debian (which makes it *much* easier to look up a program in the end, and the KDE mirrors and traffic is there anyway). If you like to participate, just upload your deb and the according source to ftp://upload.kde.org.
