Put the following in some of you system startup scripts :
chown root:root /tmp/.ICE-unix
chmod 1777 /tmp/.ICE-unix
You'll get 5 seconds speedup approx.
That shouldn't solve your menu-related problems, though.

If you don't use KDE, then it does nothing ;)
Kmail might pop your mail regularly if you asked him to, but that's no
big deal.
