bash might simply not be executed this way, so why should the config file be read? It might be run: konsole -e <<command>> instead of simply running <<command>>. Still no bash is necessary. If your main language for your computer is french, why don't you set that in /etc/environment . That is the right file for such absolut global things. A user that wants something different can still set that.
