BTW, I am all for getting Scala as a proper debian package. Although actually all that are really needed is sbt and scala-cli and these two will bring in the relevant libraries for you.
Not really, if we want to build an official Scala package the dependencies must be packaged first. We are not allowed to download unpackaged dependencies at build time.
