Update libstringprep-java

I dive deeper into it.



Is there a reason why the test are introduced with version 2.1?



The reason is, the unit tests in junit5 are skipped.

as myon ask at IRC, there are some problems to update libstringprep-java from version 2.1 to version 2.2 After adding some '--no-parent' entries into debian/libstring-java.poms and adding debian/maven.rules I can build this package *without* unit tests. To build this package *with* unit tests I need a module from junit5 which isn't built there.
