I suggest to push your changes to https://salsa.debian.org/java-team/jsoup/ because it makes it easier to work on it. I'm not sure what you are trying to achieve with your patch. I looks like you want to package a new upstream release but the patch tries to modify TokeniserStateTest.java. Importing a new upstream version can be done with git-buildpackage and the gbp import-orig command. If you get "dpkg-source: info: local changes detected, the modified files are" messages, this usually means you are trying to modify something on the master branch without using quilt patches.
