Process for submitting a new release of package

Dear Java Maintainers,

I would like to submit a new version of package picocli, which I have
packaged. URL is:

    https://tracker.debian.org/pkg/picocli

What's the process? I thought of following options:

  * create PR with results of gbp import-orig --uscan,
  * or, PR with import and create UNRELEASED changelog entry,
  * or, PR with import and create released/unstable changelog entry.

Or, is there any wiki/FAQ for this?
