I haven't kept up with the latest maven3 developments in maven-debian-helper, but I do have a branch [1] from a few months ago left unfinished. I believe the issue I left it with was due to missing metadata when installing or resolving artifacts in /usr/share/maven-repo. I didn't want to make big architectural changes just to finish it, at least not without discussion. A quick look at the commits in the topic-maven3 branch of the upstream github repo leads me to suspect it may also suffer from this problem.
