I add some environment variables so that quilt picks up some relevant
options for Debian:

export QUILT_PATCHES=debian/patches
export QUILT_REFRESH_ARGS="-p ab --no-timestamps --no-index"



While the patch is still on top it will need a DEP3 header otherwise it
may be rejected:

quilt header -e --dep3
