There are migration guides: http://tomcat.apache.org/migration-7.html http://tomcat.apache.org/migration-8.html I think pointing to these in README.Debian or similar is sufficient, after all such migrations happen for a lot of components in Debian and if anyone would install Tomcat from source she would face the same migration problems.
