Strictly speaking no one can force you to use a specific helper tool and the Java Policy will be carefully worded to not mandate the use of javahelper. That being said, it is our intended to make javahelper support these transition rules for you, so you do not have to code it yourself (just as debhelper/CDBS handles a lot of trivial stuff for you).
