I started the packaging in a new GIT repository from scratch: http://github.com/thkoch2001/pkg-debian-libxmlenc-java2
When this one is good, I'll also add it to git.d.o (Need to find out how) I thought, searched and discussed several hours about the right thing to do with upstream .jar and finaly decided for repackaging and against a pristine tarball even for such a trivial package like this. The argument that convinced me was, that it's easier for ftp-masters to review a package without binaries.
