Check my last comment on the bug. It sums up nicely what still needs to be done. I have a package that builds locally but with jar files manually copied in /usr/share/java. I have no intention to put that package in public. Also I am still working on splitting the package in multiple binaries so that different testing modules are installable independently. You may want to work on a separate ITP for jcharts. All you need to do is port the Ubuntu package in Debian with whatever minor changes are needed for it to be fit in Debian.
