Hey,
tools.jar is ok when Tomcat is started from ../tomcat4/bin/startup.sh
BUT, when starting Tomcat FROM Eclipse:
Eclipse ==> Window ==> Preferences => Tomcat => JVM
Settings => (Classpath before generated classpath) ==> ADD:
.../tools.jar
