Eclipse binaries don't depend on it because they bundle Tomcat within
themselves, like they do nearly everything else except the JDK.  They
use an embedded Tomcat 4; we use tomcat5 because it was much closer to
moving to main than tomcat4.  Tomcat is used as the help engine when you
view Eclipse's internal help.
