This was done because the -dummy packages will go away. They are not
built any longer and will be removed from the Debian ftp archive soon,
see the discusson on this list some time ago.

Yes, use the equivs package to create a package called java2-runtime
and install it. This is documented in Tomcat's changelog and the newest
java-common package (0.9 from unstable).
