1) It is free :0 2) It very much supports 1.2. I use it at work for 1.2 (including Swing) development with GREAT success. 3) I am not sure about that, but I don't think there is anything substantially non-portable in it. It is just a C++ source after all, and it produces java bytecode, not native code.
