By analogy with the proposed policy, I would suggest /usr/local/share/java for the jars and /usr/local/share/java/repository for the classes using the hierarchical naming scheme. If you feel that the compilers and VMs should add these directories to the default classpath (SGML/Perl/Python/Emacs tools include a part of /usr/local in their default path), please fill in a bug/Wishlist against java-common.
