On your handy debian system, with the "developers-reference" package installed (if you're a developer, you had better have it installed or know where to find it online, better yet sleep with it under your pillow...) /usr/doc/developers-reference/developers-reference.text.gz The table of contents *alone* is a wonder: 7. Non-Maintainer Uploads (NMUs) RTP/ITP may be harder to find; certainly details of the WNPP are in section 6, and explain what they really want to know... [goes back to lurking until free-java is good enough to consider as an *only* java environment :-)]
