I was hungry, so I went to a pub for a bit of chili con carne. Now I feel ready to google up the rest ;)
http://ws.apache.org/juddi/ for the registry server. See http://cvs.apache.org/viewcvs.cgi/ws-juddi/src/java/org/apache/juddi/registry/IRegistry.java?rev=1.2&view=auto for example. and http://moguntia.ucd.ie/programming/uddi/ for a setup overview with free software, except for the unfortunate non-free JDK reference[1].
all the WS-I sample apps from their members can be found here http://www.ws-i.org/implementation.aspx though it's not clear what the licensing is like.

[1] I guess we need to publicize running web services over a fully free enterprise software stack (gnu/linux/kaffe|gcj|sablevm/apache|gnu) a little more.
