This paragraph really seems like it's just restating standard
debian policy.  In particular, I don't like the idea of mandating
the use of "suggests".  In some circumstances, "recommends" might
be more applicable, and in other circumstances "depends" might be
desirable for less direct reasons.

I would encourage changing "should suggest" to "may suggest or recommend".
