Things that make me think it is:

  1. It hasn't been updated since May 2002.

  2. It isn't mentioned in the Debian Policy for Java document (and
     java-common is mentioned extensively in conjunction with various
     Java 2 virtual packages).

  3. I can't find any packages that depend on it.

  4. Searching the debian-java archives reveals that around February
     2002 dislike of dummy packages led the then-planned Java policy
     to be scrapped in favor of a different policy (ostensibly like
     the current one) and that java2-common was somehow involved.

If indeed java2-common isn't used, why's it still around?
