OK, that seems like a problem right there. It'd be part of the
distributed Debian+non-free, so it wouldn't be for the sole purpose of
running Java programs.

This sounds like it would mean we couldn't have Kaffe, Japhar or
Classpath on the same disk. Or even another JVM, like IBM's.
