mod_throttle is in the apache-common package ... as the line above says ... so all you have to do is "apt-get install apache-common" (or "apt-get install apache" where apache-common is also installed) to have mod_throttle. and don't forget to uncomment the line in the httpd.conf where the mod is loaded.
