Please check if /etc/pure-ftpd/conf/PureDB exists and contains "/etc/pure-ftpd/pureftpd.pdb".
Instead of man page you could read /usr/sbin/pure-ftpd-wrapper directly.
It's perl and quite unterstandable (Even if you are not a perl camel).
Further, if the files exist, did you check, if /etc/pure-ftpd/pureftpd.pdb exists? Maybe pure does not create one by default? Check www.puteftpd.org ... If so, please report this to the debian package maintainer.

P.S. /etc/init.d/pureftpd stop|restart do not work corretly under if there are open ftp connects. Thus changes in you conf don't get visible, if you don't kill all pute-ftpd instances before starting new (at least if you run it as "standalone" via /etc/default/puteftpd

However the man page for pure-ftpd-wrapper does not list 'PureDB' as a valid configuration file name for the conf directory and attempting to log in gives the error:
/usr/sbin/pure-ftpd-wrapper: Invalid configuration file /etc/pure-ftpd/auth/../conf/PureDB: "yes": No such file
