Actually, what he is probably refering to is the kernel vserver patch that allows you to run multiple viritual servers on one machine. It's a little less "emulate the whole world" than UML, making it heaps faster. See the util-vserver, kernel-patch-ctx, and vserver-debiantools packages for details.
