I've used IMP for this in the past. IMP is a solid product but is REALLY difficult to manage. If you have an admin team that doesn't comprise at least two full-time employees then the amount of time taken to manage IMP will probably be excessive. IMP has lots of good features and is very extensible. One ISP I worked for had hundreds of thousands of users on IMP, they implemented extra features in PHP, fixed translations, and did lots of other things.
