named anonymous ftp

is there a way to have name-anonymous-ftp 
one client reports he can't seem to get proftpd or wu-ftpd to allow users
to do anonymous ftp areas by name, but it works if they each have
separate IP(s).
Seems like a really stupid reason to need lots of ip(s).
